No ASUS splash screen, can't enter BIOS

here my pc specs:

AMD Ryzen TR 1950X
Asus ROG STRIX X399-E GAMING
Nvidia GTX 980 Ti
Corsair CMR32GX4M4C3333C16 4x8GB
psu: cooler master 1000w bronze



My question is ... mmmm i have a bios black screen problem some time and i tried everything to fix it but nothing helps

my freind told me it's PSU problem,,,, so i record a short movie of bios monitor and i don't know if the +12v power voltage is stable or not ? i see +12v changing with cpu frequency

Weird postcode sequence.
You need to reflash bios by programmer.
Go to service center or RMA if you have warranty.

Hi romirez thank you for your response, yes i have warranty, i bought it on Amazon 1 month ago and i build my new pc last week, there no service center or RMA for asus here in my country and i can't return the MB to Amazon because the shipping and customs will cost me toooo much

i remembered something, i've installed last 3 version of bios, the problem has not been resolved yet.
last version of bios date released on asus site 8-10-2018 "since two days ago

Updating bios will not help to solve *enter bios* problem.

1. Ebay can sell you new bios chip, but bios chip is soldered to this model of motherboard. You cant replace it so easy.
2. You can get simple USB programmer (10$-20$) and reflash bios, but you will need special ASUS cable for that, even I cant get that cable.

Thank you romirez , i found the solution for my problems
my motherboard works as well , the problem is my monitor some time do not pick up the signal from pc if the're bios error messages . so i was unable to understand the cause of a problem , i just tried to turn off my tv and turn on again, that's what made me able to see bios message "cpu fan speed error" i just change it to ignore on bios setting and now everything goes well
