How old is that PSU? Old as the rest of the system? If checked with known working PSU (and other ram?) might be the board.

Have you tried booting the system with just one of the RAM modules (either one) in slot A2 (2nd from CPU socket) without the graphics card and connecting monitor to motherboard graphics port (DVI or HDMI)?

psu and mobo im not sure its used
