No beeps, no post, reboot loop

Hi everyone, I just completed a build and I've run into the problem of a boot loop. I get no beeps from the case speaker, and the pc doesn't post. Here are the specs:
Gigabyte H370
16GB DDR4 2400 Ram
AMD R9 270
Intel i3-8100
500 EVGA B PSU
500GB SATA HDD
60GB M.2 SSD

I've already breadboarded the motherboard and I still get no beeps and the reboot loop continues. There are no bent CPU pins, the CPU power is connected and so is the CPU fan. So I'm thinking the problem is either the motherboard or the psu. Am I correct in this? And if so how can I test to find out which is the problem?

Intel CPU's have pretty good RAM compatibility. So that should not be an issue. It is a dual channel board and only running one stick can cause problems and may be the cause of why it wont boot. But usually they will boot fine with one stick there will just be a performance loss. But RAM is kinda finicky and sometimes does not play nice.

You could also have a problem with your mobo. It could be defective. I dont think it is your PSU. While that is not the best PSU in the world, it wont have any problem booting that rig.
Typically a bootloop is caused by a RAM issue. Make sure that each stick of RAM is seated properly. Sometimes one end of the RAM will not be seated right and it is easy to miss. If the RAM is seated correctly, try running one stick of RAM at a time in each DIMM and see if you can get it to boot.
 


A friend suggested the same thing. I did try reseating the RAM multiple times and tried different sockets. Still no dice. I double checked compatibility with the board, and while the serial #'s don't match, the timings and speeds match so I'm assuming I'm good? Please correct me if I'm wrong in thinking that. I only have one 16GB DDR4 stick. not multiple.

Solution
I just wanted to give an update. I took a closer look at the board and found out that one of the CPU pins was bent out of place. After repositioning it, the PC started up fine and I was able to install windows 10. Thank you for all the help, I really appreciate it.
