No Bios beep or video output. Suspect motherboard or CPU issue

I did my first build, and have redone the assembly multiple times with the same outcome. I went through this post, and did everything with no luck. All power cords are connected.

When I turn on the power, all the fans start spinning, but no BIOS beeps or video output. When i press keyboard buttons, the front LED on the case lights up.

Does this mean that the motherboard is functioning? Is there a way to test if the CPU is an issue that doesn't involve me buying a new CPU?

All suggestions are much appreciated - thank you

edit: I have tried with and without the GPU, with no difference

Power supply: Seasonic FOCUS Plus 650 Gold 650W ATX
Motherboard: Asrock Fatal1ty B450 Gaming-ITX/ac AMD B450 Socket AM4 Mini ITX
CPU: AMD Ryzen 5 2600 with Wraith Stealth - Pinnacle Ridge
RAM: Corsair Vengeance LPX DDR4 2 x 8GB
HDD: Intenso SSD SATA III Top - 512GB
GPU: GIGABYTE GeForce GTX 1060 WindForce OC - 6GB GDDR5

The motherboard has a HDMI output - but i have tried with the GPU as well with no difference.
Either way, the BIOS should still beep, right?

Yes - GPU installed, monitor connected to GPU, with identical result to no GPU installed and monitor connected to motherboard. I got no beep and no video signal.
