I have just finished building a PC for the first time.
After plugging it in and pressing the power button, I do hear a few hums and whirs, (as I would expect), but I see no output to the monitor that I have plugged in (I have tried plugging the monitor both into the graphics card and the motherboard's slot for it).
The PC then stays on until I turn it off manually, either at the plug or by holding the power button down for a few seconds.

My specs:
Case: Corsair Carbide 200R
Motherboard: GIGABYTE Z97M-D3H
CPU: Intel i5 4460
CPU Cooler: Cooler Master Hyper 212 Evo
GPU: ASUS STRIX GTX 960
RAM: G.Skill Ripjaws-X 16GB (2x8)
PSU: Corsair Builder Series 430-Watt 80+
SSD: Kingston Technology 240GB
HDD: Seagate Barracuda 3.5 inch 2TB 7200 RPM

Any help is greatly appreciated.

I have done as you said - I removed the GPU from the system, and plugged my monitor into the motherboard's VGA port. I have removed one of my RAM sticks, and tested the remaining one in each of the four slots (completely powering off the PC between each test).

This has not made any noticeable difference.

Does the CPU fan spin when starting the board? If yes, then I suggest clearing the CMOS, if you haven't so far *unplug the power cord and remove the CMOS battery for a minute).
If still no go, try connecting a case speaker http://images17.newegg.com/is/image/newegg/12-201-032-TS?$S300W$ to the motherboard for further troubleshooting, or RMA the board.

I feel like a complete idiot.
It turns out, the main PSU plug for the motherboard was loose, and that was causing a problem.
After pushing it in fully, the PC booted to the BIOS just fine.

I am really sorry for wasting your time.

My friend used to work in tech support. He was told never to ask if it was plugged in correctly, because everyone always said "yes" without even checking. instead he was told to ask something like "is the fuse in the plug ok" or "is the plug socket switched on".

He went one better, and told them to UNPLUG it...
