Question No BIOS boot loop

Pc automatically reboots after about 15 seconds with no screen or bios coming up.

Specs:

Motherboard: Asus prime b250m-a
CPU Intel core i5 7400
Ram (I've tried both ddr4 2400 and 3000)

Things I've tried:
Switching ram
Removing motherboard battery to reset it.
Removing all other compenents not necessary for getting to bios.
Removing the motherboard from the case.
Tested my PSU with another build so I know it is good.

I would suspect the CPU, or a power delivery cable/connector

Okay, how would I check if it is a power cable/connector?

Also, a little more background, the pc was shutting off during more resource intense games, and a stress test said it needed a better power supply, and so I put a better power supply in it and that is when it started boot looping. Maybe the bigger power supply fried something?
