have a geforce 950, (build specs here: http://pcbuildsonabudget.com/best-gaming-pc-build-under-500-dollars-2016)

I've finally got it down to this. Everything's connected and works, except video card. However, I've noticed it doesn't have a VGA cable, it only has DVI/HDMI. When I was loading BIOS it was all in VGA straight to motherboard card. I do not have a HDMI monitor to test. Do I need either a DVI/HDMI cable to boot to BIOS with graphics card or should it display through motherboard on-board regardless and there's another issue? I made sure it's firmly secure, it's screwed in and fans run intermittently while powered. I did test PCI cables with multimeter and they're all consistently running ~12v

Solution
To fully use your GTX 950, you need to connect the monitor to the GTX 950. If not, you just simply using the integrated graphics from your cpu.
With your graphic card's accessories, you should have a DVI to VGA adapter. Use that instead if you have to use a VGA connection.
Then you can install your graphic card drivers after getting a display from your GTX 950.

It's should be always DVI-I since graphic card will always have a DVI-I port. It's make sense to have a DVI-I to VGA adapter if the manufacturer choose to include one.
