no boot after win 7 install

I have this issue where my pc wont boot into windows even after a install of windows 7 . has a straight black screen. this was my issue before I reinstalled windows and is still going on after install. Question is : do I format my SSD to restore it or could I have a different issue possibly in BIOS? UEFI.
ive restored multiple times and I have ran the repair tool multiple times . I have booted to my HDD without fail , im wondering if the SSD possibly has failed or something also.

Specs :
AmD FX 8350 STOCK 4GHZ
r9 290 tri-x GFX card
16gig corsair vengeance ram
crucial 240 gig SSD
windows 7 home premimun OS

Trying booting from the SSD directly using the BIOS boot device override function (BBS Priority).

so ive formatted and delted the SSd from my rig and reinstalled all fresh. its still going black screen on boot.
