No boot, CPU cooler and fan RGB light flashes twice, ram RGB light stays lit.

Dear experts, I am in dire need of your assistance.
I assembled my new PC, but it won't even post. :??:

PROBLEM:
-When I press the power button on the motherboard the system does not boot. The rgb in my CPU cooler and fans flash briefly twice and my RAM light stays on.

COMPONENTS:
Gigabyte Z390 Aourus Master
I9 9900K
G.SKILL TridenZ 3200Mhz 2x8GB
Samsung EVO 970 1TB
Gigabyte Aorus RTX 2080 eXtreme
Seasonic PRIME 1000W PSU.
Deepcool/GamerStorm New Ark 90 case.

I TRIED:
-Checked every connector on the motherboard several times. CPU 2x8 pins, MoBo 20+4 pins CPU cooler pump in CPU fan.
-Removed the GFX card.
-Tried each of the two ram modules one at a time in each of the four slots.
-I reset the CMOS every time i changed something.
 
Solution
UPDATE:
I removed the CPU cooler and mounted it again.
Now I get a code 78 on the motherboard, according to the manual this means "ACPI core initialization".

Then I installed the power connectors of the case and the GFX card again.
Now it boots to the BIOS. :D

The Watercooler on the CPU is integrated in the case so I cant really remove it.
Also the board has a shield on the back so I doubt it's a short.

I really appriciate the help, I'm not trying to be an ingrate... :S
