no boot device availabe

I'm not sure which thread to post this in so please excuse me if I picked the wrong one. I recently bought an old Dell Optiplex gx620 that had neither a hard drive , RAM, or and optical drive. I had plenty of spare parts lying around so I installed all of these devices and Installed Windows 7 Professional on it. During the installation every time it would reboot it would come up with a no boot device available error. However I could hit f12 and select the hard drive from the one time boot menu and continue. I managed to finish the installation but it still wont boot normally. I can still go into the one time boot menu and boot up Windows 7 though. Everything looks good in the bios. I have tried different hard drive. I have even tried both sata and ide drives. I'm running out of ideas here. Help me please.
 
Yes I have set it as the primary boot device and have taken the cmos battery out to reset the bios. The battery was dead so I even replaced it with a new one. It boots up as long as I tell it where to boot from but cannot find the os on its own.
