No boot. Help please.

My build won't boot all I get is a black wavy screen when I power on. I have to hold the power button for 5 sec to turn it off. Does any one have any ideas on what the problem is? I don't get ant beeps just light and fan noises.

Possible you need a better PSU, at least 450W but if you can afford it, more like 550W or 600. Depending on where you live, big box stores usually will let you return a PSU with no restocking fee within 15 or 30 days. I wanted to test a PSU I thought was bad and bought one and returned it when that wasn't the problem.
