No boot, no bios, no video

hi, I jst built up my new system config are:
1. i7 4790k processor
2. ga-z97x-ud3h-bk mobo
3. 8 gb of ram kingston hyperx fury 1864mhz
4. nvidia gt 610 2gb (going to change)
The problem is sometimes it does not boot, no video, all lights are on fan and all running but no video. And when I turned off and on my UPS it starts to boot.

Any suggestions?
