No boot No f8

Pulling my hair out here! Short and sweet... windows 10, tried a factory reset, now I get the dell logo, the blue line completes, then the spinning balls, then it quickly say something about reloading windows....goes black and repeats over and over! My f8 will not work, I’ve tried everything you can think of,10 times...Ran a long version diagnostic check ,it passed everything. Tried the power of hold for 30 sec,nothing. Any one, any ideas? short of a door stop?..

Instead of copy/pasting my google results, have you tried googling "Win 10 reboot loop" ? There are a lot of articles on this matter.

My problem is I can’t get to “start” to type anything... I’ve unpluged/inserted everything...f8 is inoperable 3 times on off hold for 30 sec does nothing.. all I can do is f2 and f12
