No boot on powerup

So I have an ASRock fatality ab350 k4, ryzen 3 1300x CPU, Corsair 500w psu, GTX 760 GPU, team Elite 4gb ram, and a wd black 1 tb hd.

When I power on the pc I get no fans on, just these red LEDs slowly flashing under the little brick that has the Mobo name on it. Everything is new. Everything is seated properly and everything is plugged in. I'm have no idea what to do. Any help is appreciated
