No booting (Windows 10)

I've tried everything, reset the CMOS, booting with just the mobo, removing all my RAM and trying one by one, one display, there's no motherboard beeping, I removed the battery.. Everything and still my PC won't boot up. How likely is it I need a new motherboard?

If the PC works before you added the gtx1070. Then try clear the CMOS by removing the CMOS battery, make sure unplug the power core from the wall outlet, use onboard iGPU, and do you used other PSU or the HP one?
1) What PSU did you have? because your PC is the HP OEM, if you don't have other good brand 500W PSU, your PC will not boot.
2) If you had the good PSU that can handle the gtx1070, then make sure your MB has the newer version BIOS, if the MB does not have the newer version BIOS, the PC will not boot either, because the MB needs the newer BIOS to recognize the new hardware. Keep in mind your MB is the z75 lga1155.
3) If the MB had the right BIOS, and you got the good PSU, if you don't try this yet, read the info from nvidia, and try it out, you should be fine. Note: it is good for either win8 or win10.
