No bottleneck but sitting at 100-130 frames

So ive just been playing overwatch, and i noticed some really bad frame rate it was sitting at around 70. Checked task manager my cpu usage was 100% and it was because id recently just reinstalled Geforce experience i had loads of "nvidia containers" that i disabled. Now when im playing my CPU usage is at 80-90% GPU at 50-60% and my RAM at 60%. My question is why is my system struggling to push past that frame rate? Forgot to mention my usual frame rate is 180-200.

all my cores are at the same 80-90% sometimes drops into the 70%.

And for speeds im not sure what you mean my CPU runs at 4.1GHz and my GPU runs at 1.8GHz if thats what you meant?

Just to confirm you have monitored your cpu speed while gaming? Just want to ensure its not throttling.

Can you confirm your RAM is running at 2133? Just cant see any hardware issues from what you have said already.

You could try a fresh install of gpu driver and using DDU to completely remove the current driver installation.
