No budget vote from the senate?

Its been 3 years of this democrat controlled and led senate still no vote, none even sent up.

Whats this implying?
Things Im thinking are, theyve stretched this as far as they can for popularity, cause at some point, all this money has to be made up, and thus cuts to be had, thus the delays.
Thoughts?

This is one reason why I am in favor of a line item veto for presidents and governors.

Meanwhile, our Senate is in violation of the U. S. Constitution.
