The psu must be made to run dual cpu boards, such as server boards and also single cpu boards, hence why one is removable if you don't need it
Vga cables to power supply? don't really understand. If you are meaning those PCIE power cables from the psu, then not needed unless you have a graphics card that requires them. onboard graphics don't, so you just tuck them away unused or if they are modular and removable, leave them out

It has a 4+4 hardwired because everybody need at the least 1 X 4 pin for the CPU it has a optional 4+4 pin in case your running a high end motherboard that requires 2.
