No change between low and ultra/ r9 280x and HD 5770?

Hi everyone, my PC build is as follows.

fm2-a75ma-e35
8GB Ram
AMD Athlon x4 760k at 3.9 GHZ
(Brand new) XFX R9 280X
(Old) HD 5770

So my issue today is, I just literally got my R9 280x into my system and was so excited to use it. I downloaded all the drivers and etc. I started battlefield 4 and AMD's manager thing preset it to ultra settings. I got into a game and it looked exactly like low/medium settings with my 5770. On the 280x Ultra, it was around 40-60 FPS and when I switched everything to low it was literally the same thing. It even looked the same...Am I missing something? I tried Dragon Age as well and in fact the graphics look worse on the 280x and it's handling it worse than previously. Thank you very much!

Sounds like an issue with the OS to me. If you run the DDU correctly it should take some time. It will go through an entire routine, asking you to reboot in safe mode and then proceeding to remove the old stuff once it reboots into safe mode, after which it will then reboot to the desktop where you can reinstall the 14.9 CCC. If that's not happening, something is wrong.

You probably got a bad download or something. Try downloading it again and try it again.

Sorry, I'm not too fond of computers lol. For the display driver uninstaller, would it uninstall very quickly and just disappear and the drivers are gone? Cause I open the .exe and it pops up, I click and it just goes by very quickly.

Yes, I'm aware that the x4 760k isn't super strong and that it could bottleneck it but still, the performance from my old 5770 and now my new r9 280x are literally identical. The 280x is so much stronger and yet my FPS is the same on ultra settings and low, doesn't matter which. On my old 5770 I could run pretty smoothly on medium/low settings but the 280x is running worse now. I don't think it's the CPU
 
No, it doesn't work that way. Something isn't being done right. Did you download the program and then try to run it? Try right clicking on it and selecting "Run as administrator". If it still doesn't want to run, there is some kind of corruption of your file system or you have an old windows version. What windows version are you running and is it 32 or 64 bit?

I have Windows 8.1 64 bit. I've uninstalled and reinstalled the driver multiple times and still the same result. Tried playing Dragon age Inquis and the CPU usage skyrocketed to 100% very quickly

Thank you Darkbreeze, I got the DDU working, uninstalled and reinstalled. Ran Dragon Age inquisition, ran into town and the lag was there but briefly and soon my FPS was up and running again. I think I will be purchasing the AMD FX 8350 to better suit my gaming needs. Thank you!
