Question No clue what is happpening

hello, can anyone help me?

My pc lately is acting weird.
This doesn't happen always. When i turn it on, it either acts normally or starts lagging and the sound loops if you were to watch something, kinda like a robotic sound. What i've seen is that it happens after boot only, never in the middle of doing something, so a restart either changes that or it still lags. But most of the time a restart helps

GPU: GTX 1060 3gb
motherboard; ASUS H87-PLUS
SSD: Kingston ssdnow300 120GB
HDD: Seagate barracuda 1TB
PSU: Seasonic 650 watt
OS: windows 10 pro

oh and the PSU is pretty old since 2016 probably
