No Clue Whats Wrong...

So yesterday my pc kept randomly shutting down, no clue what was causing it I just rebooted (assuming it was a unstable overclock I turned it back to normal 4ghz with hyper 212 plus getting good temps) Then It did it again but when I went to boot it the next time I wasn't getting a monitor feed. So I opened my case to see what was going on and to my surprise my gpu fans were not spinning. So I took it out and tried to boot with out a gpu in and use intel gfx. Then my two fans on my cpu cooler stopped spinning. I plugged them into a different spot on the board and they just didn't spin. The psu fan is spinning and all my other components work but now im not getting any feedback at all. The case fans still spin, hard drives, and the motherboard lights up still. I have no clue what the issue could be.

Intel i7 4770k
Hyper 212+ Heatsink
MSI Twin Frozor GTX 780
MSI Z87-G45 Mobo
8GB GSkill 2133Mhz RAM
CX750 750w PSU
Seagate 500GB Hybrid Drive
Western Digital 1TB Black
Corsair Carbide 400R

EDIT 1: So I've narrowed it down to ether the cpu or motherboard or even the psu. I went to plug in my backup 5750 and the fan did not spin on that ether.
