Question No Console Output Devices are Found

So when I plug the graphics card into the top PCIe slot, the debug code is d6 which means “No Console Output Devices are Found”. There is power to the GPU because the fans are spinning, but the monitor won’t turn on. However when I put the GPU in the slot below, the computer turn on with no problems. I have reset the cmos and bios. Nothing seems to make that slot work. The only thing I changed on the computer was the CPU cooler. I have even retried seating the CPU Incase I set it wrong. Didn’t fix anything. I also tried using air to clean off any dust or debris. Still it won’t detect the GPU. Please help. I would really like not to have to buy another mother board
