Question no cooling cpu

the cpu is not getting cooled by my coolermaster ml 240r. i guess it is not plugged in correctly. but i'm not sure. everytime it starts up it goes up to a 94 degrees.
can there be a different problem? yes i took off the plastic and there is thermal compound on it. hope somebody can help me.

Which CPU and motherboard do you have and what monitoring software do you use?

3-pin fan headers cannot regulate the fan's rpm unless your motherboard has a DC control feature. 4-pin connectors can. Pumps and fans usually run at their max rpm by default when connected to a 3-pin connector though.
