Question No CPU usage while playing League of Legends

While in game, I was getting lower FPS and I looked at control panel and saw that it was using 0% of my CPU while only 9% was being used in the background. Every game runs just fine except for League. I tried to reinstall and still the problem is there. I tried to google it and can't find anything about it.

Dude I'm having almost the exact same issue... CPU <10% during a match, GPU is 0-5% and RAM is ~50%. Brand new PC, 30 fps in league whereas I'm getting like >120 fps in almost all other games. Did you find a fix?

I have the same problem and i tried the DX11 fix but it didn't work. Do you have any other suggestions?
