No debug lights, all LEDs and FANS on but no POST

I have tested the HDMI cable on other devices so it’s not a faulty cable. I’ve also turned the pc on with ram and cpu removed, when I did this the Debug light for each component lit up meaning it does recognise them when they’re installed.
I have tried with a friend’s cheap PSU but this didn’t change anything, still no debug lights but no post.
If anyone has any advice as to what seems to be wrong it would be greatly appreciated!

You'd need an old CPU to update the board's BIOS prior using the 9600k.
