Hi pretty sure I have a virus. Cannot start in safe mode, when I try it starts disk repair which stalls at 4%. Start in normal mode it is extremely slow, there is no text on any desktop icons or an any file explorer files (names all missing only showing icons). Downloaded a few different anti malware programs but cant run them because there is no text so I cant tell what I am doing. Search box on task bar does not work, start button does not work, I can right click on start for that menu.Any ideas?

Tried booting off a Ubuntu USB and running it off the USB and see if you can rescue any files you want to keep? try making this on another PC: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/
Linux is most likely immune to the virus.

Also, on another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

Safest option if you have a virus is fresh install win 10
change boot order in BIOS so USB is first, hdd second
boot from installer
follow this guide: http://www.tenforums.com/tutorials/1950-windows-10-clean-install.html

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished

once win 10 on PC again, download a good AV program and scan all the files you copied off using Ubuntu, before putting them on PC again, so as to not re infest yourself again.
