"no device drivers found" windows 7

installing windows 7 on new computer using usb. the "no device drivers were found" error comes up. the same thing comes up when i try to install using dvd and external disk drive. using the intel usb 3 creator tool also doesnt work as it seems to get stuck on "initializing dism..." once i run it. ive tried formatting in fatboy32. ive tried 2 different usbs and neither works. motherboard: gigabyte ga-h170-gaming 3

Try using gigabyte's version of the usb 3 tool, they call it "Windows USB Installation Tool":

Alternatively, you can either put the motherboard disc into a SATA optical drive and boot a windows 7 bootable usb.
External usb optical drive will not work.
