No direct x 11 on Max Payne 3?

I am running this game on Dell Vostro 3560.This game is stuck on direct x 11.My laptop supports directx11 and can play Crysis 3 fine.

What GPU?
This says that Dell Vostro 3560's GPU is a HD3000 (build into the CPU).

If your are able to play Crysis 3 fine using DirectX 11, then I assume you bought the Dell Vostro 3560 with the dedicated Radeon HD 7670m graphics chip.

I do not play Max Payne 3, but it seems there is a known issue with DX11. Try the following solution from the Steam forum:
