You can download CPUZ here: https://www.cpuid.com/softwares/cpu-z.html and if you can get it working long enough run it and under Mainboard it will show your Bios. Need to check for bent pins in your CPU socket with a magnifier .
i change back to the i5 2400 and the pc starts normally but it won´t with the xeon and CMOS reset but the first time it worked for some time before i move it but it works with the other cpu just fine.... the bios version its P1.90

It is possible the Xeon e3 1230v2 is bad. Did you buy it used? I saw some on Ebay for $68. Cheaper from China here $27 https://www.aliexpress.com/wholesale?ltype=wholesale&d=y&CatId=0&SearchText=Xeon+E3-1230V2+&trafficChannel=main&SortType=price_asc&groupsort=1&page=1

Did you inspect the Pins in the socket?
You said "worked for some time before i move it" What did you move? The computer, board or what?
i move the case to another table and then give no display... sorry for the delay
