No Display after cleaning out video card

Ok so I apparently live in a dusty environment and I know this, so I started (this is really the first time since I took it into work where a veteran unhooked everything initially) shutting down the computer, opening it up and removing all of the dust from the video card. Its performance actually suffers a bit after a time so I clean it out. I did so again tonight, plugged it back up and reconnected the only plug that was connected to it which was coming from the PSU, or at least the only plug I saw. Is there something else I'm missing? It's quite a bit frustrated because I've been scouring the thing for a couple hours now and haven't turned up a damn thing. Please help ASAP.

Well let me preface it by saying it's all quite old and as I'm sure you can tell, I'm not exactly adept at dealing with computers. That being said, it's a Radeon 1950XT. I don't think I have any alcohol immediately around, what else would suffice?

Also, there is a LOT of extra, seemingly superfluous cable floating around within the CPU (don't ask me why, my brother built it for me and apparently this was necessary) so it makes it that much more confusing for me.

Yea the fan appears to still be connected. Let me be even more specific. Normally when I turn on my computer the video card will work very hard for a couple seconds (I'm assuming it's some sort of warmup thing it does) then it settles back down and runs at a normal speed. NOW, it spins at high speeds consistently until I turn it back off, all the while displaying nothing on my monitor.

I cleaned the card's edge and still getting the same problem.
