I tried to change an i3 2100 with an i3 3220 today and after the install, the monitor was not getting any signal.

I tried: -the BIOS restart with cmos clear and with the battery
-starting it with everything unpluged from the psu
-switching the ram sticks and trying with only one stick
-with and without GPU
-updated the BIOS

The PC works fine with the i3 2100. And the i3 3220 works fine in another motherboard.

What should I try?

Solution
The cpu is placed right and there is no bent pin.

PC specs: CPU: i3-3220(new)
i3-2100(old)
PSU: nJoy titan 600
GPU: MSI Armor GTX 1060
Motherboard: DELL MIH61R-MB

The A14 BIOS was supposed to support 3rd gen ivy bridge CPUs, but no one actually got a working 3rd gen CPU(like your i3-3220) working on this Optiplex 390 motherboard.

Your best bet is to upgrade to a 2nd gen sandy bridge CPU... the best you can do is getting an I7-2600/2600k as others have reported those working on your motherboard.

Oh lord, a Dai-tech/nJoy sighting. A dodgy Romanian company that, to celebrate having a single PSU get an 80 Plus efficiency rating and another an 80 Plus Silver, decided to give themselves fake 80 Plus Bronze badges for the rest of their PSUs.
