Question No display after MB replacement

Hello everyone,

I need help on this one.
My build is :
CPU : Ryzen 7 7700x
GPU : Asrock PG RX 7900XTX
Motherboard : MSI Mag X670E Tomahawk WiFi
RAM : 2x16GB Corsair Vengeance DDR5 6000MHz
SSD : 2x WD Black SN850X 2Tb
PSU : Be Quiet Straight Power 12 1200W

My previous motherboard died when I was away, a capacitor burnt. I bought the same motherboard to replace it.
Thing is now the PC is starting but won't boot, with steady CPU and DRAM Ez Debug lights on.
I tried with ot without the GPU, without each of the SSDs, clearing CMOS by shorting the JBAT1 pins, my PSU is ok.
I also tried to plug my monitors in the GPU or the motherboard but still no display and same problem
Is it possible that my CPU/GPU/RAM died ?
Or how can I fix this if you have any clues.

Are you aware of what caused the previous motherboard to become damaged?

Storm? Power surge? Bad power supply?

As far as inexpensive troubleshooting I think I would first check your power supply with a cheapo tester. They are not the end all be all of good tools, but if it shows as bad you can be pretty sure.
Don't the 7xxx series of AMD CPU have a capability to output video now?

Think I would take everything out of the case. Run one stick of RAM, CPU, and hook up the power supply. Do said in such a way that you can place a finger on the CPU and very quickly power it on to see if the CPU is getting hot. It should happen immediately and have a finger on the power switch to turn off PSU quickly once you feel warmth. If such is the case fit a cooler and see if you can get it to POST on integrated graphics. If so, start adding parts back to failure and it should give you an idea of what is bad.

edit- be aware that the CPU will get VERY hot and quickly. Don't leave it on for more than a moment and be aware that if you wait to touch the CPU after it has been on even a few seconds could result in a burn.

I don't know what caused the issue but it's not storm, its not power surge as other devices were still good in the house.
I did test the PSU with a multimeter and the fan is working + each pin delivers the good amount of voltage.
In my opinion we can rule out a PSU issue.

I tried to get a display from GPU and from my CPU, none of it works and I have the same situation in both case : PC is starting, fans are working, but can't access BIOS with CPU and DRAM leds on.

I tried your way :
- CPU is getting hot
- With CPU cooler added, still no display as said before, with integrated graphics.
- I tried with only one ram, in every slot, same with other ram, nothing new.
 
Was the replacement motherboard new?

Do you have another compatible PC to test things with, such as the RAM, the graphics card, and so on?

If it is an easy process I might consider returning the motherboard. Not that it is common, but it could be bad out of the box. After that it starts getting into spend money to try this and that unless you have known working and compatible parts.
Could be worthwhile to see if you have a well reviewed local mom and pop shop do a troubleshoot.
 
Yes I bought the same motherboard but still brand new.

I have another PC but runs an AM4 build so can't test anything.

I will try buying a new set of RAM and see if it does anyhting.
If it still doesnt work i will return the mobo and buy another brand
