No display after turning monitor off then on again

I recently upgraded my graphics card from a Radeon HD 6770 to Radeon HD 7790, and a strange problem started happening with my monitor. Whenever I turned the monitor off, it would not detect the computer when turned on again. I would have to unplug and replug the monitor - or as I learned from my research, press Win+P then Enter - for the display to come back. I have reinstalled my graphics card drivers to no avail.

My monitor is a Samsung Syncmaster B2030. Does anyone know what's going on here?
 
this could be difficult, to start, does the monitor only not come back on if you turn it off whilst the PC is on? and when you type Win+P then enter does the monitor stay on until you turn it off when the PC is on again? In your windows settings in displays, is there anything different there that isn't normally because sometimes error messages can appear in the menu. Is there a crash report that comes when you reboot the display after being turned off?

I just tried booting the computer with the monitor off, and the display does indeed come back correctly once the monitor is turned on the first time. I found I can turn the monitor on and off freely during startup until my desktop loads.

When I do the Wwin+p Enter method the monitor does stay on and I have no problems with the display until I turn it off again.

I'm not exactly sure where you mean by "windows settings in displays," but it doesn't say anything here:

I get no error messages when it comes back on.

I did discover that I get the notification sound of a device being removed when I turn the monitor off, as well as the sound for a device being connected when I win+p enter.

EDIT: In addition, my mouse is re-centred when my display returns.
 


Sorry for the late reply, looks like the email notification tickbox must have gotten unticked when I edited my last post.

Anyway, it only disconnects when I physically turn off the screen. The display comes back fine both from being idle and from sleep mode.

Some more information that I possibly should have included in the original post: I had to update my bios in order for my new graphics card to work on my mobo (ASUS H61M/US3S). I updated it to version 1.70, on the bottom of this page. Would this be something updating my BIOS to a newer version would fix?
