No display from AGP Video card

I have an old PC a widowed friend of mine needs fixed.
It is a custom PC her husband made, some time before he passed away.
It has a ATI Radeon 9200se 128MB AGP Video card. There is no display at all, not even POST.
I tried a known working card and the same issue. The PC powers up, I see the case, processor and power supply fans all running. I pulled the wireless and sound cards out, disconnected the 2 hard drives and 2 DVD drives. The really odd thing is there are no BIOS beeps even when I removed both RAM chips and turned on. I suspect this is a bad Mobo.

Thoughts?

Thanks for helping me look past the obvious. I have been fixing computers for 30 years and have never seen a PSU that was only working partially. I slapped a lower wattage PSU in that I had handy and sure enough it boots. Do you think I need to get a new 450W PSU or will the used 250W work with that video card? It doesn't look like it really needs higher power.

The all famous PSU magic! Some work partially, some only part-time. :) I don't think you need more power. 250W should be ok for the setup.
