No Display, Gpu Fan Spins then slows to a stop, unable to troubleshoot due to no speaker plug on mobo

This is for a friend btw,
The pc is brand new, and the parts list is as follows:
Ryzen 3 1300x 3.5 ghz
EVGA GTX 1060 6gb SC
Asrock B350m micro atx
Ballistix Sport LT 1x8gb 2666mhz
Apevia ATX-BT700W Beast 700W ATX
unable to use Igpu due to ryzen limitations, gpu fan stops then starts, tried reseating gpu and pci-e 6 pin several times with no luck. Possibly the ram, as we just plugged it into an open slot without checking the correct slot, the manual for the mobo was bad and gave barely and instruction other than cpu cooler installation and ram installation. Just trying to leave my friend with good experiences of pc building :D
will give any other info needed.
EDIT: Tried reseating cpu, psu, checked connections, put ram in other DIMM slot, no effect. suspecting a faulty motherboard pci-e port? All other lights and fans working.

You're going to have to disconnect everything and try booting with 1 stick of ram at a time(in different slots). If that's still not working... there's a chance the motherboard could be touching against the case somewhere(or something is caught between the motherboard/case). So you'd then have to take the motherboard out of the case and try testing it outside. If it works then, you'll have to re-install it and make sure it's seated properly, all the screws/stand-offs are in place properly and nothing is in the way anywhere.
