No Display, No Beep

Hello,
From last day onwards my computer is dead. no display, no beep and processer fan is spinning very slowly. i dont know whether it spin fastly before that as i didnt noticed it before.
1) I checked my PSU in another board, its working. i checked another working PSU with this board, its not working.
2) I checked my RAM on another Board, its working, cleaned ram slot and put another working Ram to my board, its not working
3) I checked my processer in another board, its working. another processer in this board, not working
4) Graphics card is working
I have some repairing tools too.. that is multimeter, solder, desolder, heat sink, blower etc..please help me to rectify this problem..thanks in advance

I would start shopping for a new board. If the old board is ddr2, sell the old ram and switch to a ddr3 board if possible (if it supports your cpu).
