[SOLVED] No display on ASUS VG248QE

My monitor has worked up until I Installed a new motherboard and processor. The computer fires up fine but I'm getting no display on my monitor. This seems to happen whenever I upgrade something in my PC. Last time it was my GPU and I have no clue how I fixed it, it kinda just started working after i rebooted it for the 20th time. Anyway I'm using a DVI cable and I tried swapping to HDMI and it still says no signal. I've tried leaving the power cord unplugged for a little and that didn't work. I don't have another monitor to test on but im 99% sure this is a monitor issue. My specs are as follows.
Mobo: MSI Z390 Gaming Pro Carbon AC
CPU: i7 9700k
GPU: MSI 1080 Ti Titanium
RAM: Corsair Vengeance LPX 3200hz (DDR4)
LC: NZXT Krakken x62
PSU: Seasonic 750W Focus Gold Plus
Monitor: ASUS VG248QE

is possible that motherboard need bios update to work with 9th cpu

Would that cause no display though? I feel if it was the mobo not being yet compatible with the cpu then it wouldn't even boot up.

Also the mobo is specifically for 8th and 9th gen intell. Its just odd because like mentioned before this happens everytime I update a new part on my PC. But it usually just fixes its self in a few hours.

Okay so i took a closer look at the mobo and the DRAM and CPU lights are blinking. Ive tried my ram in different slots and tried using only 1 and it didnt do anything. Ive heard if your cooler is on too tight it could cause your cpu to not boot so i loosened it up. So far no luck. Is there another way to i can update my motherboard?

Okay so I found the problem. Turns out my mobo has 2 defective ram slots
