[SOLVED] No display on ASUS VG248QE

My monitor has worked up until I Installed a new motherboard and processor. The computer fires up fine but I'm getting no display on my monitor. This seems to happen whenever I upgrade something in my PC. Last time it was my GPU and I have no clue how I fixed it, it kinda just started working after i rebooted it for the 20th time. Anyway I'm using a DVI cable and I tried swapping to HDMI and it still says no signal. I've tried leaving the power cord unplugged for a little and that didn't work. I don't have another monitor to test on but im 99% sure this is a monitor issue. My specs are as follows.
Mobo: MSI Z390 Gaming Pro Carbon AC
CPU: i7 9700k
GPU: MSI 1080 Ti Titanium
RAM: Corsair Vengeance LPX 3200hz (DDR4)
LC: NZXT Krakken x62
PSU: Seasonic 750W Focus Gold Plus
Monitor: ASUS VG248QE

Okay so i took a closer look at the mobo and the DRAM and CPU lights are blinking. Ive tried my ram in different slots and tried using only 1 and it didnt do anything. Ive heard if your cooler is on too tight it could cause your cpu to not boot so i loosened it up. So far no luck. Is there another way to i can update my motherboard?
