Question No display on MSI B450M PRO-VDH MAX, seems to be memory related?

MSI B450M PRO-VDH MAX
Ryzen 2600 (stock cooler)
Powercolor RX 580
Corsair Vengance 16GB (2x8GB) 3000mhz DDR4 RAM
WD Blue 1TB
Deepcool DA-600 M Power Supply

Parts receive power & fans spin up, but no video is outputted to the monitor. CPU & DRAM ezdebug lights are solid white, internal speaker beeps 3 times. All of the parts are brand new, most of the assembly was finished 2 weeks ago while I was waiting for a part to arrive. I have tried reseating the memory and individually testing each stick in every slot. I have also tested each slot with one of my main machine's DDR4 sticks. Removing the CMOS battery for about ~30 mins and reseating it doesn't seem to have done much other than make the internal speaker louder for some reason.
I don't know if this is relevant, but I had a bit of an idiotic episode when I accidentally installed the 2600 while the tension bar was down. I moved the tension bar up & down two or three times trying to figure out how the mechanism worked before I realized my mistake, which I'm hoping didn't cause any damage. I checked it for bent pins & correctly reinstalled it a few seconds after.
