No display on screen gpu & optiplex

So recently I've picked up some parts on eBay, for a budget build. I got a e8500 dual core processor and a gtx 750 SC, to put in a Dell optiplex 380. Now first off I had to take off the guard that is around the vga, hdmi and the other port for the card to fit. Once I changed out the e8500 to the e8500 I booted it up to see if it worked(without gpu in the pc). Worked just fine. Then I turned it off and put the gpu in, I connected the vga cable to the gpu and when I turned the pc on, no signal, so I then plugged it into on board, no signal, I also noticed something the fans rims stayed at one pace (normally they very at startup). I don't think the pc was going through post. I then did some research online and saw that the psu was 230w, so I grabbed an old inspiron psu that I used to have a gtx 750 ti and an it running off of,.and I put it into the optiplex, same problem. Then I reset cmos, same problem. Then I went into bios and changed it from auto to PED. Same problem. I have no idea what to do next. (tested gpu in my regular pc and it works fine).
 
Solution
If the video card is fine in another system, either it's an issue with the power supply or the card and motherboard PCIe slot is not compatible. Try doing a BIOS update on the system before trying the card again.
