Question No display output on DVI slot, but HDMI works fine

I got problems with my display. I got 2 displays with my Galax GTX 1050, DVI port to Samsung Monitor (VGA cable -> VGA to DVI active adapter), HDMI port to LG TV. But when I turn on my PC, the only active display is HDMI port, DVI port won't active even when I try to unplug and plug it again. When I turn on the PC with DVI port empty and HDMI port only, the DVI port won't active either. The DVI port will active only when HDMI slot is empty before I turn on the PC. So I must unplug HDMI first, then turn on the PC, then plug it again. Tried to change the cable, change the adapter, even change the monitor, nothing works. Please help.

What resolutions are the monitor and tv?

HDMI port LG TV = 1920 x 1080
DVI port Samsung Monitor = 1368 x 768

When both are hooked up to the gpu, can you see both monitors displayed in the Nvidia control panel under display/set up multiple displays?
