Question No display & usb ports not working after rebuilding PC

Rebuilt my PC yesterday, the only difference now is a new cooler. It turns on now and everything looks good but I get no signal on my monitor and my USB ports do not work. Also maybe like 1 in every 5 times I turn the PC on it goes right back off.

I’ve tried taking the cmos out and putting it back in & reseating the ram. Also I’ve tried unplugging GPU and plugging HDMI into mobo.

Specs:
CPU:Intel i5-10400
CPU Cooler: Phantom Spirit 120SE RGB
MOBO: ASRock B460M Pro4
RAM: 1 stick of GSkill Ripjaws 16gb DDR4
SSD/HDD: WD 1TB SSD which is my main & I have an older HDD plugged in the lower section of the case that I can get out if needed.
GPU: Gigabyte 3070 8gb
PSU: Corsair CX600M
Chassis: Montech case from Amazon that I have not been able to find on there again, I’ve looked before.
OS: Windows 11
Monitor: LG Curved 34” Ultrawide WQHD 3440x1440 from Walmart app
 
Check CPU socket of the moterboard for bent pins

reset bios by jumper

check all connections again

try minimum setup
motherboard, cpu with cooler, PSU, one RAM in dimm slot A2, keyboard, video cable in motherboard and monitor
