No display when gpu is plugged in

When my gpu is in my motherboard and the hdmi is connected to the gpu or motherboard there is no display on my moniter. When the gpu is taken out and the hdmi is plugged into the motherboard it works fine but I can’t play games
 
From what I'm reading (google it if you want)....ACE PSUs are kind of "bottom of the barrel" so I am still focusing on the PSU.

If you know how to measure the PSU voltages.....I would do that with the card plugged in. This will tell you if you have a PSU problem. If you don't know how....you can google it. OR....if you have access to a better PSU....it may be easier to just swap it in.
 
Could you help me with a potential fix
So I was on the BIOS and the primary graphics has 4 options - Auto, IGFX, PEG and PCI and if I change it to either PEG or PCI and save it it just changes it back to Auto
