Did you check that all cables like the CPU 8pin power to the motherboard are correctly connected?
Check if there is bent pins on the CPU if AMD and on the motherboard if Intel.

Try the integrated GPU without the dedicated one if you have one.
What's your system specs?

i didnt take out the cpu from the motherboard while moving the board so i dont think anything happened to the pins. i will try to boot without the gpu. and my specs are:
core 2 quad(ik)
8 gb ram ggdr2
gtx 750 ti
1 500gb ssd
2 500gb hard drives
500w novatech Power Station supply

You havent listed your motherboard in your specs.
on your motherboard there should be some LED's that light up. (Green, red orange) they normally light up asnd go off in a set sequence
From a fresh boot look at the motherboard and log what LED's come on and then go off. If you have a speaker on the motherboard, also take note of any beeps.
This is essential basic troubleshooting.
No point in guessing on anything until this information is available

again you haven't listed any specs eg motherboard.
nor have you detailed what LED1 is for. It should state what the leds are for in the motherboard handbook
so
Try googling your motherboard make and model && LED diagnosis then work from there

i looked in my motherboard manual and technical specs but I couldn't find anything about LED diagnostic
