Question No display

Whenever I press the power button everything turns on normally but no signal on monitor and usb ports don't work so no mouse/keyboard,then if I leave it for a while all the fans start going extremely fast and then after some time they goes normal.Ihave reset CMOS,checked all components,cleaned ram,nothing worked so far.Can anyone help me?TIA.
