No "Edit" option in folder properties

I really need to decrypt a few encrypted files, but it says that i don't have permission even though I have given my User all the permissions. Then i tried to use the "Edit" option but it wasn't there.

this is what i mean.. i remember there being an "Edit" option there.

I also just need to delete the files, thats why i'm trying to decrypt them. Is there a way to delete them with like CMD or something?

EDIT: I just uninstalled it from the store, it was a Store app and for some reason it was encrypted.
anyway, i do still have an issue. I have a game on Steam that i can't play because it says "Content Still Encrypted." I already have contacted steam support, but they didn't have a solution. The game is Counter-Strike 1.6. I played it about 5 days ago and after that this started happening. Now i can't even install the game because i tried reinstalling it and when i tried to install it again, the error came up.
