Question No fan control

My laptop is
320S-13IKB Laptop (ideapad) - Type 81AK
Intel(R) Core(TM) i5-8250U CPU @ 1.60GHz

Base speed: 1.60 GHz
Sockets: 1
Cores: 4
Logical processors: 8
Virtualization: Enabled
L1 cache: 256 KB
L2 cache: 1.0 MB
L3 cache: 6.0 MB

My CPU usually get into the mid 70s when I game, and I want to keep it under 60C. I don't know what is my maximum speed but I am 100% sure that it can go higher than it is right now. When I stress my CPU, the fans get really loud. But when I game, the fan speed stays the same but the CPU throttle down to about 1.10 GHz. I don't mind about the sound, I only want my CPU to not get overheated.

What I tried:
  1. SpeedFan
  2. Bios
  3. MSI After burner
SpeedFan doesn't support my motherboard.
There isn't a fan option in my BIOS
MSI Afterburner also doesn't support

Is there anyway to get maximum fan speed at all times? Again, I don't mind the sound.
