No Fans spin or Error Lights!

I just built a new computer Parts
Ryzen 3 1200

Corsair Value Select 8GB Intel 7th Gen and AMD Ryzen PC Memory

MSI gaming (B350M GAMING PRO)

I assembled it turn on the power, nothing happened. I tested the outlet it was fine. I used my old MOBO to test the power supply it was fine. I didn't hear at any point while I was building it a shock.
I took it out of the case to test. Still was not powering on. I had the 24pin and the 8pin connected

It looks like a dead motherboard, if you tried shorting the 2 power pins on the board and still no go.
