no fixed disks present

i am trying to fix my friend's pc...it is an old toshiba with a 3 gig WD hdd. After getting all these messages about bad sectors all over the place, I decided to run the debug script to wipe the hdd. Now I try to run fdisk and it tells me there are NO FIXED DISKS PRESENT. I try to format and it says C: doeesnt support it. I am at a lost , any help is appreciated. Oh it is win 98 so i also tried scandisk but that didnt work. I also tried to scanreg/restore but also didnt work. PLEASE help.
 
Maybe time for a new HDD
