No FPS increase when I lower settings.

I started playing Battlefield 1 on high and I get about 40-30 FPS, rarely it drops to 20 at very intense moments. My problem is that my FPS stays the same even if I set the graphics on the lowest settings possible. I'm not saying it's unplayable, but why is there no increase in frame rates when I lower the settings.
My Specs:
CPU: i3 4170
GPU: AMD Radeon R7 370 (2GB)
8 GB Ram.

That's a typical CPU bottleneck. Dropping the settings makes little difference to CPU load. You CPU is well under minimum spec for that game.

So I should expect an increase in FPS on the same settings if I bought a new CPU? What would you recommend? I'm 16 years old so my only opportunity to work is in summer for low salary, so I'm short on budget.
