No GPU signal anywhere after switching from monitor to TV. Is my GPU dead?

My PC was working as intended until I took out the VGA plug from my monitor into my TV. The TV received no signal so I reinserted the plug back into the monitor and now there's no display there either. The PC itself boots up fine but I can't get GPU to display anywhere anymore, and I'm using the motherboard VGA slot to write this. The HDMI cable isn't working either.

I've tried two methods to fix this: cleaning the motherboard socket, RAM and the GPU itself, and unplugging everything for about 10 mins. None of the two have worked so far. Is my graphics card dead? Its fan isn't spinning. If its not broken by some chance, what should I do?
I've been switching between the TV / monitor quite often with no problems until now, and this happened very suddenly. The graphics card in question is VTX Radeon 7850 HD and it's plugged with VGA cable in a DVI adapter
